Stay informed and prepared for the 2026 Annual Regular General Assembly Meeting (ARGAM) on March 28, 2026. Here are important reminders, requirements, and guidelines for all members.
- Attendance and Participation
- Only MEMBERS ENTITLED TO VOTE (METV) may vote, speak, or make motions.
- Each member is entitled to one vote only; proxy voting is not allowed.
- Decorum and Respect
- All remarks must be addressed to the Chairperson; no direct debate between members.
- Members must speak courteously and avoid personal attacks, interruptions, or side conversations.
- Applause or expressions of approval/disapproval should be kept minimal to maintain order.
- Speaking and Motions
- A member must be recognized by the Chairperson before speaking.
- Only one person speaks at a time; floor privileges are granted in order of recognition.
- Motions must be clearly stated, seconded, and recorded before discussion.
- Amendments to motions must be relevant and properly moved.
- Debate should focus on the merits of the motion, not personalities.
- Voting Procedures
- Voting shall follow the coop’s established practice of showing of hands.
- The Chairperson announces the result and it is considered final unless properly appealed.
- In case of tie, the Chairperson shall act as the tiebreaker.
- Order and Disicipline
- The Chairperson maintains order and may call members to order if rules are violated.
- Members must yield the floor when ruled out of order.
- Persistent disorderly conduct may result in suspension of speaking rights for the session.
- Time Management
- Agenda items must be followed in sequence unless the assembly votes to suspend the rules.
- Speakers are limited to a specific time of two (2) minutes per round of discussion.
- Extended debate may be curtailed by a motion to close debate (previous question).
